Equilibrium Evaluation of Active Labor Market Programmes Enhancing Matching Effectiveness

چکیده
Equilibrium Evaluation of Active Labor Market Programmes Enhancing Matching Effectiveness This paper evaluates counselling programmes in an equilibrium matching model where workers are heterogeneous in skill levels. Job search effort, labour demand and wages are endogenous. When wages are bargained over, raising the effectiveness of or the access to counselling programmes pushes wages upwards and leads to lower search effort among nonparticipants. The effects of increasing the access of the low-skilled are evaluated numerically by enlarging successively the set of endogenous behaviours. Induced effects outweigh substantial positive micro effects on low-skilled employment when all `margins' are taken into account. The inter-temporal utility of the low-skilled nevertheless increases because search effort declines. On the contrary, when the net wage of the low-skilled is a fixed proportion of the one bargained by the high-skilled, raising the access to counselling programmes has small positive effects on all criteria. Which control variables do we really need for matching based evaluations of labour market programmes?
Based on a new, exceptionally informative and large German linked employer-employee administrative dataset, we investigate the question whether the omission of important control variables in matching estimation leads to biased impact estimates of typical active labour market programmes for the unemployed. Such biases would lead to false policy conclusions about the effectiveness of these expens...

This study evaluates the long-run effects of Finnish active labour market programmes in youth labour markets. The effectiveness of programmes is measured by a number of outcomes, including employment, unemployment, programme participation, education, being out-of-labour force and annual earnings. A nonparametric propensity score matching approach adapted for the case of multiple programmes is a...

This paper evaluates and compares the direct effects of two Swedish active labour market programmes for youth, namely youth practice and labour market training. Effectiveness of the programmes is measured by subsequent annual earnings, re-employment probability, and probability of regular education. A non-parametric matching approach based on conditional independence assumption is applied to es...
متن کاملA Critical Survey of Empirical Methods for Evaluating Active Labor Market Policies
Active labor market policies aim to affect the outcomes – earnings, employment, health, etc. – of those who participate in them. The task of evaluation research lies in devising methods to reliably estimate their effects on those outcomes, so that informed decisions about program expansion and termination can be made. The past thirty years have witnessed real progress in our understanding of ho...
